Fatima Ezzahra El Mansouri has been appointed Morocco’s new Head of Government, becoming the first woman to hold the position. King Mohammed VI made the appointment on 29 September at the Royal Palace in Rabat and asked El Mansouri to form the country’s next government. The appointment was made under Article 47 of Morocco’s Constitution.
Appointment Follows September Election
The decision came less than a week after Morocco held legislative elections on 23 September. The final results confirmed the Authenticity and Modernity Party (PAM), whose collective leadership is coordinated by El Mansouri, as the largest party in the 395-seat House of Representatives, with 97 seats.
The National Rally of Independents (RNI) secured 66 seats, while Istiqlal won 65 and the Justice and Development Party (PJD) took 54. The Interior Ministry confirmed that the final figures matched the preliminary results announced after the election.
Forming the Next Government
El Mansouri now faces the task of putting together a new government. As PAM does not hold a majority of the seats in the House of Representatives, forming the administration will require discussions with other political parties.
Her appointment follows the constitutional process under which the Head of Government is selected from the political party that comes first in elections to the House of Representatives.
A New Chapter in Moroccan Leadership
El Mansouri has held several senior public roles, including serving as mayor of Marrakech and as Minister of National Spatial Planning, Urban Development, Housing and City Policy. She succeeds Aziz Akhannouch, who led the previous government.
Her appointment also comes as Morocco enters a new parliamentary term with continued attention on economic development, investment, employment and skills. These areas will be closely followed by businesses, employers and professionals as the new government sets out its programme.
What It Could Mean for Morocco’s Employment Landscape
Government priorities around investment, business development, skills and employment can have an important bearing on Morocco’s labour market. Employers and jobseekers will be watching for further details as the new administration develops its policies and identifies its priorities.
