Morocco’s labor market recorded modest improvements in 2025, according to the latest report from the High Commission for Planning (HCP). While 193,000 new jobs were created between 2024 and 2025, the unemployment rate remained high at 13%, reflecting ongoing structural challenges in the workforce.

The report highlights that most of the new jobs emerged in urban areas, with 203,000 positions added, while rural areas experienced a net loss of around 10,000 jobs. Long-term unemployment also worsened, with the proportion of jobseekers unemployed for over a year rising to 64.8%, and the average duration of unemployment increasing to 33 months.
Youth and women remain disproportionately affected. Unemployment among 15–24-year-olds climbed slightly to 37.2%, while the female participation rate in the workforce declined to 15.1%, underscoring persistent gender disparities. Conversely, male employment edged up to 61.1%, and graduate unemployment fell marginally to 19.1%.
Regionally, unemployment is concentrated in major urban centers, with Casablanca-Settat leading at 22.6%, followed by Rabat-Salé-Kénitra (13.4%), Marrakech-Safi (12.9%), Fès-Meknès (11.9%), and Tangier-Tetouan-Al Hoceima (11.6%). The findings also indicate that nearly half of unemployed individuals had prior work experience, often lost due to layoffs, business closures, or after completing education and training.
